§ 10-39. Parades and block parties.

  • (a)

    Application. In addition to the requirements in section 10-37, the following are required:

    (1)

    A map showing the location of the event, indicating the complete route of the proposed event and all auxiliary and adjacent roadways. The applicant must also supply an alternate route for travel impacted by the proposed event.

    (2)

    Road closure permit from the state department of transportation if the parade route will utilize a state highway.

    (b)

    The sponsor and/or provider will be responsible for:

    (1)

    Coordinating traffic control with the county sheriff's department, municipal law enforcement agency and/or the state highway patrol and notifying the fire department and emergency management services of the closure and alternate routes.

    (2)

    Notifying each property owner or tenant affected by the temporary road closing at least 72 hours in advance of the event.

    (3)

    Placing standard street barricades at all conflict points entering the event route in a manner to allow emergency vehicles to enter if necessary. Street barricades may be placed one-half hour prior to the event and must be removed immediately upon completion of the event.

    (4)

    Erecting signage identifying road closures and detours in advance of actual closure in conformance with the uniform traffic control devices manual.

    (5)

    Collecting and disposing of all debris within the road and rights-of-way upon completion of the event.

    (6)

    No vehicle shall exceed 15 feet in height, due to height restrictions of traffic signals.

    (7)

    Maximum speed of vehicles or units in event shall not exceed ten miles per hour (mph).

    (8)

    If the block party is a non-commercial activity and is not open to the public, the block party will not be required to supply the county with a certificate of insurance.
