The county shall, within seven days following the completion of its investigation, either approve or disapprove the application. If approved, the license fee provided in 10-127 shall be paid to the tax collector who shall issue a receipt showing payment of the fee.

    (b)

If the application is disapproved, the county shall provide the applicant through its designated representative, notice of the disapproval and the reasons therefor. If the results of the investigation indicate that the applicant may be eligible if corrective or remedial action is taken by it, the county shall afford the applicant a reasonable opportunity and time to take such remedial action and become eligible. Upon satisfactory completion of the remedial action, the application as amended shall be approved and the license shall be issued upon payment of the license fee. If the applicant fails or refuses to take such remedial action within the time allowed by the county, or if the results of the investigation indicate that no corrective or remedial action by the applicant is possible, the disapproval by the county shall be final.
