§ 110-301. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Aerosol means very small water droplets that are capable of being carried by average breezes to adjacent properties.
Alternate reuse site means an area that would not normally be required to be provided with reuse mains and sprayheads, but in which a complete reuse system, including any required permitting, is being provided by the developer as a means to avoid the requirements of reuse main installation in another area.
Backflow regulator means a device approved by the potable water provider designed to prevent water from flowing into the potable water system from an unauthorized source.
Billing means the charge made for reclaimed water service. The charge may be made on a separate invoice or may be included on the monthly sewer bill.
Central water supply means a potable water system owned by the public; or a private franchise operation under permit of the public service commission.
Certificate of occupancy means that certificate issued by the county building code compliance section subsequent to final inspection that all improvements have been completed in conformity with the requirements of this Code and the approved construction plans and regulations.
Commercial establishment means any enterprise that is involved with the sale of goods or services.
Cross connection means any physical connection or arrangement which would allow the movement of contaminants or fluids between any nonpotable water system, such as the reclaimed water system, and a potable water system.
Customer means the actual user of the reclaimed water.
Department means the water resources department of the county, or its successor in function.
Development means a material change in the use or character of the land including, but not limited to, the placement of any structure or substantial alteration on the land.
Director means the director of the water resources department, or his designee, of the county, or successor in title.
Discontinuation of service means cessation of a service by physical separation from the system's service lines to ensure that no service can be received.
Distribution mains means those conduits used to supply reclaimed water for reuse to service lines from trunk mains.
Domestic consumption means water used in direct human contact for drinking, cooking, bathing and cleaning purposes inside a residential or commercial establishment.
Improvements means buildings, street pavements, water mains, sanitary sewers, reclaimed water mains, or any other physical betterment required by any governmental entity.
Irrigation means the method by which water is artificially supplied to land surfaces.
Lot means a parcel of land shown on a recorded plat or on the county property appraiser's maps, or any piece of land described by deed in the official record books of the county.
Low trajectory type means sprayheads that cause the reclaimed water to exit the sprayhead at an angle of less than 22 degrees from the plane of the ground and limit the vertical trajectory of the spray to less than 24 inches.
Master control valve means the manually operated valve which controls total reclaimed water flow to the customer's property located at the point where the reclaimed service line crosses the property line.
New building means any proposed construction for which a valid building permit has not been issued, prior to June 20, 1989.
Overspray means the intentional or unintentional application of reclaimed water to properties or surfaces other than those intended and indicated on the reuse application.
Person means any individual, firm, corporation or other legal entity, whether public or private.
Public eating, drinking or bathing facility means water fountains, picnic tables, swimming pools, spas and food service facilities, such as tables and beverage counters, that are open to, and provide service for, the public.
PVC means polyvinyl chloride.
Rates means those charges set by the board of county commissioners from time to time for costs of providing service, pursuant to this article.
Reclaimed water means treated effluent from a county wastewater treatment plant supplied through the reclaimed water distribution system.
Reclaimed water system means those reclaimed water mains, lines, fittings, valves and appurtenances, installed in public rights-of-way or utility easements, and are owned by the department.
Reuse district means those areas of the county, as designated by resolution of the board of county commissioners, where the installation of a reclaimed water system shall be required.
Service area means the county wastewater service area, as designated in the county comprehensive plan, including existing and future service areas.
Service line means that conduit for reclaimed water from the distribution main to the property line.
Trunk mains means those conduits used to supply reclaimed water from the pumping station or treatment plant to the distribution mains.
Warning signs means signs posted in areas irrigated by reclaimed water, notifying the public of the use of reclaimed water.
Wastewater means the combination of the liquid or water-carried wastes removed from residences, institutions, and commercial and industrial establishments.
Water-source air conditioners means reverse cycle heat pumps, and any other equipment for heating or cooling, which require the use of flowing water for heat transfer.
Well means any excavation that is drilled, cored, bored, washed, driven, dug, jetted or otherwise construed when the intended use of such excavation is for the location, acquisition, development or artificial recharge of groundwater.
Well water means the water which is used as a source for drinking, bathing, cooking, irrigation and cleaning.
Wetted surface means an area that becomes moist from the direct or indirect contact with reclaimed water.
