§ 22-525. Reciprocity.

  • (a)

    Generally. Reciprocity means a method to allow contractors, masters and journeymen, who are certified by another county and registered with the state, to obtain certification to perform work in the county. The county requesting reciprocity must submit a letter to reflect the fact that the individual was certified by examination, to include the trade, experience requirement, date of certification, passing score, status of certification, any disciplinary actions and that their county will in turn accept reciprocity from the county. Except as provided below, the county shall only extend reciprocity with other counties who have established as a minimum 75 percent as the passing score in the trade.

    (b)

    Contractors and masters. Any person who is required by this article to obtain a certificate of competency shall be excused from taking any required examination, but not from the other requirements of this article, if the person is licensed by any other county or municipality in the state upon satisfactory completion of a standard examination with a minimum passing score of 75 percent to determine the competency of such contractor or master, which has been approved by the board, provided that such county or municipality has adopted the plumbing, electrical, building, swimming pool, mechanical or other codes comparable to those adopted by the county board of county commissioners. A waiver to the comparable code requirement rule may be sought from the contractor's licensing board when the applicant can provide evidence that the county is his principle residence.

    (c)

    Journeymen.

    (1)

    An individual who holds a valid, active journeyman license in the electrical, plumbing, HVAC, sheetmetal, and roofing trades issued by any county or municipality in this state may work as a journeyman (in the trade in which he is licensed) in the county without taking an additional examination or paying an additional license fee, consistent with F.S. §§ 489.1455 and 489.5335, if he:

    a.

    Has scored at least 70 percent, or after October 1, 1997, at least 75 percent, on a proctored journeyman Block and Associates examination or other proctored examination approved by the board for the trade in which he is licensed;

    b.

    Has completed an apprenticeship program registered with the department of labor and employment security and demonstrates six years verifiable practical experience in the trade for which he is licensed; and

    c.

    Has not had a license suspended or revoked within the past five years.

    (2)

    The county shall charge a registration fee for journeyman reciprocity, not to exceed $25.00.
