§ 46-326. Purpose and authority.

  • The public health, safety, convenience and welfare require the harmonious, orderly and progressive development of a water conservation program within the county. The establishment of a water conservation program is a vital step in the progress to insure adequate water supply to the inhabitants of the county. The general welfare, health, safety and convenience of the community are directly affected by the use and availability of water. It is, therefore, in the interest of the public that a water conservation program be designed and developed in accordance with sound rules and proper minimum standards. The purpose and intent of this article is as follows:

    (1)

    To establish design standards for low-flow fixtures that will encourage water conservation practices;

    (2)

    To establish procedures for the declaration of a water shortage emergency; and

    (3)

    To provide regulations and rules to be enforced during a water shortage emergency.
