§ 82-3. County service.

  • The county service shall comprise all employees, positions or employments now existing or hereafter created in which the salaries, wages or compensation are directly funded by or under the jurisdiction of the board of county commissioners and all other employees, positions or employments now existing or hereafter created or any governmental unit, agency, commission, council, county officer, board or department which enters into an agreement with the board of county commissioners to become subject to the provisions of this chapter. The county service shall include but not be limited to all county employees of the board of county commissioners, the county mosquito control district, the respective recreational districts, the county library system and all administrative employees of federal grant-in-aid programs such as emergency management, etc. The county service shall be composed of two services described as follows:

    (1)

    Career service. The career service shall consist of all employees in the county service who have successfully completed an appropriate probationary period and have been appointed to permanent positions which are not included in the appointive service.

    (2)

    Appointive service. The appointive service shall consist of personnel described as follows:

    a.

    County officers.

    b.

    Administrative personnel and officers.

    c.

    Special assistants and employees working directly for a county commissioner.

    d.

    Temporary employees.

    e.

    Professional or consultant employees.

    f.

    Appointive board, commission or committee members.

    g.

    Volunteers.

    h.

    Educational personnel.

    i.

    Special project employees and grant funded employees.

    j.

    Employees of nonprofit corporations and other governmental agencies.

    k.

    Private staff.
