§ 82-5. Director of human resources.

  • The county manager shall appoint a director of human resources who shall have training and experience in the field of personnel administration. The director of human resources shall perform duties described as follows:

    (1)

    Administer the office of human resources which shall establish a uniform system of personnel administration and implement programs of personnel management, employee relations and employment compensation and benefits for county service personnel.

    (2)

    Advise and consult with the county manager and the board of county commissioners and submit appropriate personnel policies to the board for adoption.

    (3)

    Establish and maintain a system of personnel records on county service employees and employee pay and position classification plans on a current basis.

    (4)

    Attend meetings of the personnel council, serve as its secretary and be the custodian of its minutes and records.

    (5)

    Perform all other duties assigned by the board of county commissioners or the county manager.
