§ 82-8. Classification plan.

  • (a)

    The board of county commissioners shall adopt a personnel policy which establishes a procedure to create and maintain on a current basis a comprehensive classification plan for all positions. The plan shall be based on an investigation and analysis of each position and each position shall be allotted to its proper class in the classification plan.

    (b)

    The classification plan shall include for each class of position an appropriate title, and appropriate position descriptions, including a description of duties and responsibilities of positions in the class and the minimum requirements of training, experience, skills, knowledge, abilities and other qualifications for entry into the class. Such requirements of training, experience and skill shall be developed by the office of human resources after consultation with the appointing authority.

    (c)

    Employees in the career service shall be placed in a job classification according to the knowledge, ability, skills, and fitness of the employee for the specific job classification.

    (d)

    Every position in the career service shall be allotted to one of the classes established by one of the classification plans. No person shall be appointed or promoted to any position in the career service until it has been properly classified as herein provided.

    (e)

    Any existing class may be abolished or any new class added in the same manner as the classification plan was originally adopted.

    (f)

    When a position in the career service is shifted to a different class, the incumbent shall not be deemed to continue in the position unless he would have been eligible for original appointment, promotion, transfer or demotion to a position in the new class to which the position is shifted. If ineligible to continue in such position the incumbent may be transferred, promoted or demoted by appropriate action in accordance with the provisions of this chapter. In any case in which the incumbent is ineligible to continue in the position and he is not transferred, promoted or demoted, the provisions of this chapter regarding separations shall apply.
