§ 86-1. Requirements for naming or renaming streets.

  • (a)

    Definition. For the purpose of this section, the term "street" is a right-of-way which has been dedicated to and accepted by the county, or acquired by the county, and which affords the principal means of access by vehicles to abutting property.

    (b)

    Name designations. New streets which are extensions of existing streets shall bear the name of the existing street. The names of streets shall be designated in the following manner:

    Direction Long
    (1,000 feet or
    more in length)
    Short
    (less than
    1,000 feet
    in length)
    East and west   Streets Places
    North and south   Avenues Courts
    Diagonal   Roads Ways
    Curving circles   Drives Lanes or Circles

     

    In no case shall a proposed name duplicate an existing name of a street in the same emergency service dispatch area.

    (c)

    Subdivision streets. The subdivision developer shall submit one copy of the final plan containing the proposed names, locations, and distances of the subdivision streets to the county geographic research division address assignment section. Upon recording of the plat, the developer shall submit one copy of the plat to the county traffic engineering department and one copy of the plat to the county geographic research division address assignment section. If the county provides the street name signs and/or installation, the developer shall pay fees established by resolution pursuant to section 2-132. The specified fees must be paid prior to fabrication of the necessary signs.

    (d)

    Other streets.

    (1)

    All requests for naming or renaming streets not covered by subsection (c) of this section shall be in a form or forms required by the county geographic research division address assignment section and shall include, but shall not be limited to, the following:

    a.

    The approximate number of residences and businesses abutting the street.

    b.

    The present name of the street, if any.

    c.

    The requested name for the street.

    d.

    The signatures and addresses of at least 51 percent of the residing property owners abutting the street, indicating their support of the proposed naming or renaming.

    (2)

    The petitioner shall pay the following fees upon submission of the petition to the county geographic research division address assignment section:

    a.

    A fee for fabrication and installation of the necessary number of street name signs in accordance with the fee resolution established pursuant to section 2-132.

    b.

    A fee for recording the new street name in the public records of the county, in the amount provided for recording of instruments by F.S. § 28.24. No fee shall be required if a petition was brought to eliminate a duplicate street name or to name an unnamed county street that is being maintained by the county.

    (3)

    The county geographic research division address assignment section shall notify the petitioner of the date and place of the board action, and notify the appropriate parties of the new street name, if approved. If a request is denied, all fees paid will be refunded to the petitioner.

    (e)

    Proviso. The board of county commissioners shall have the sole authority to approve or deny any such request. Nothing contained herein shall in any way limit or prohibit the authority of the board of county commissioners to name or rename streets upon its own motion.
