The council is authorized to accept any grant, payment or gift of funds or property
made by the United States, the state or any department or agency thereof, or by any
individual, firm or corporation, the county of Brevard, or any municipality therein,
or any organization, for any and all purposes specified in this article; and the council
may expend funds in accordance with the terms and conditions of any such grant, payment
or gift.
