It is hereby declared as a matter of legislative determination that the extensive
growth of population and attendant industry and commerce throughout Brevard County
has given rise to public health, water drainage, water conservation, water control
and navigation, bulkheading, dredging and filling problems in said county; that inadequate
drainage, conservation and control of water in the county is causing flooding and
drought and lack of drainage or inadequate drainage of lands in said county, and wastage
of sources of water supply, and that those results cause extensive damage to lands,
residences, commercial buildings and business activity throughout the county and cause
soil erosion in said county; that there is need for extension of recreational and
commercial waterways and improvement of existing waterways, and to cooperate with
agencies that have an interest in navigation; that it is the intent and purpose of
this division to provide means to alleviate such conditions in said county, and for
the purpose of promoting the health, safety, morals, protection of property, economic
improvement and general welfare of the people of Brevard County. It is further declared
that this division is for a county purpose.
