§ 254-28. Board to have all powers necessary for mosquito control.

  • The board is hereby authorized and empowered to do any and all things necessary for the control and complete elimination of all species of mosquitoes, gnats and Hippelates-Florida vipes in said district, and said board shall have the power and it shall be its duty from time to time to make, promulgate and enforce rules and regulations governing the manner in which the business of the district may be conducted and in which the powers granted to it by law may be exercised, and for the purpose of this article is hereby authorized and empowered to construct and thereafter maintain canals, ditches, drains, dikes, and to fill in all depressions, lakes, ponds or marshes that are the breeding places of mosquitoes insofar as said work does not interfere with the water supply of any city or community; to employ engineers, scientists, trained personnel, legal, clerical or otherwise, helpers and all other servants, laborers, agents and employees as may be necessary for the purpose of controlling and eliminating all species of mosquitoes in said district; to use oil, larvacide, Paris Green or any other approved chemical in any lakes, ponds or areas where this method may be necessary or proper in the control or elimination of mosquitoes; to do any and all things that may be necessary from the standpoint of public health and comfort to control mosquito breeding or eliminate mosquitoes or their larvae in said district; and to promulgate such rules and regulations not inconsistent with the provisions of this article and with any of the laws of this state, which in their judgment may be necessary for the proper carrying into effect and enforcement of this article.
