Any person who, after the effective date of the ordinance from which this division
is derived, seeks to develop land by applying for a building permit to make an improvement
to land which will generate additional traffic shall be assessed a transportation
impact fee and shall be required to pay the transportation impact fee in the manner
and amount set forth in this division.
(b)
No building permit for any activity requiring payment of an impact fee pursuant to section 62-809 shall be issued unless and until the transportation impact fee required by this section
has been assessed and a notice of assessment signed by the person applying for the
issuance of the building permit. Payment of the transportation impact fee shall be
as specified in section 62-810.
