This division is intended to implement and be consistent with the county comprehensive
plan, as amended from time to time.
(b)
The purpose of this division is to ensure that new residential development bears a
proportionate share of the cost of the capital expenditures necessary to provide public
elementary and secondary school facilities including those utilized by charter schools
necessitated by that new residential growth in the county.
