The director of the natural resources management department, or the designee, shall
be responsible for the general administration of this division of this article. The
director shall be responsible for all reviews of all applications, in addition to
providing the administrative decisions that pertain to this division. Upon request,
the director shall provide written confirmation of any decision or findings relating
to applications or reviews made pursuant to this division and letters of interpretation
or intent.
