Infill development, redevelopment and use of existing and permitted development, is
encouraged, including mixed uses, that provide affordable or workforce housing units,
and may utilize incentives, the flexible design standards and applicable design guidelines,
on existing lots of record, and non-conforming lots of record, that meet the requirements
of the comprehensive land use plan and the land development regulations.
