§ 82-7. Personnel policies.
(a)
The board of county commissioners shall adopt and amend policies governing employees in county service which include but are not limited to the following matters:
(1)
A policy for establishing and maintaining a position classification plan for all positions in the county service on a current basis.
(2)
A policy for establishing a plan of compensation for all employees in the county service.
(3)
A selection policy to determine the relative knowledge, skills, abilities and fitness of candidates complying with the requirements for appointment in the provisional or career service.
(4)
A policy covering internal promotions which shall give appropriate consideration to the candidates' qualifications, record of performance, seniority and other job factors.
(5)
A policy providing for the establishment of eligibility lists for appointments and promotions, and for certification of the names of qualified candidates for job openings.
(6)
A policy governing emergency employment, temporary employment and provisional employment where there is no appropriate eligibility list available.
(7)
A policy governing a noncompetitive class within the career service normally found at the extreme beginning grade occupations or the upper level professional or managerial grades.
(8)
A policy governing hours of work, holidays and attendance regulations for sick and annual leave and special leaves of absence with or without pay.
(9)
A policy governing transfer, layoff, reinstatement, reemployment, suspension and other disciplinary action.
(10)
A policy for suspension without pay, reduction in rank or grade, placement on disciplinary probation, or dismissal after appointment or promotion where appropriate.
(11)
A plan through which affirmative action shall provide equal employment opportunity for candidates for appointment to county service and county service employees.
(12)
A policy governing presentation of charges, hearing rights and appeals to the personnel council for all permanent employees in the career service.
(13)
A policy providing for the records of performance and service of all employees in the county service.
(14)
A policy establishing an employee grievance system.
(15)
The establishment of a list which enumerates those employees in county service who are members of the appointive service and who serve at the pleasure of a state officer, county officer or the county manager, administrative officer IV/V (department or office director) or other legally constituted appointing authority established by statute, ordinance or corporate charter.
(16)
Such other policies as may be necessary and proper to carry out the purposes of this chapter and a merit system.
(b)
Any policy adopted by the board of county commissioners as a personnel policy shall constitute a public record and a copy thereof shall be filed with the clerk of the circuit court of the county.
(c)
Notice of intent to adopt, amend or abolish such policies shall be given by publication of the title of the proposed policy and the time and place for the public hearing on such policy in a newspaper of general circulation in the county at least one time prior to the consideration by the board of such policy except in the case of an emergency policy. The title of the policy shall contain a brief description of the subject matter of the policy.
(d)
If the board of county commissioners finds an emergency exists, no notice shall be necessary for the board to adopt an emergency policy as may be necessary.
