§ 202-182. Powers and duties.

  • The council shall have the following powers and duties:

    (1)

    To make a study of the facilities, resources, products, attractions, attributes, conditions, advantages and all other data concerning Brevard County with relation to the encouragement of industry as herein defined to locate in the county.

    (2)

    To use such means or materials as the council deems advisable to publicize and make known such data and material to such persons, firms, corporations, agencies and institutions which, in the discretion of the council, would reasonably result in encouraging industry to locate in Brevard County.

    (3)

    To plan and conduct a campaign of information, advertising and publicity relating to the business, industrial, commercial, educational, recreational, scenic and transportation facilities, products, attractions and advantages of Brevard County.

    (4)

    To serve as a clearinghouse for resources, planning and programs to relieve the industrial problems of Brevard County.

    (5)

    To investigate and study conditions affecting Brevard County business, industry and commerce.

    (6)

    To collect information and encourage technical study and statistical research and educational activities necessary for the powers and duties of the council.

    (7)

    To plan and develop an effective business information service that will directly assist Brevard County industry and also will encourage industry outside the county to use business facilities within the county.

    (8)

    To compile, collect and periodically make available scientific, technical and other information relating to current business conditions.

    (9)

    To study long-range trends and developments in the industry of the county and analyze the factors underlying such trends.

    (10)

    To study costs and other factors affecting successful operation of business within the county and make recommendations to the county commission and the local chambers of commerce and committees of 100 for the improvement of any conditions and for the elimination of any restrictions or burdens imposed by laws or otherwise which adversely affect or hinder the development of industry, business and commerce.

    (11)

    To accomplish the above, the council shall advise, assist and cooperate with county and regional planning agencies operating within Brevard County and may advise and cooperate with the county planning and zoning board in preparing plans and programs for physical and economic development of the county.

    (12)

    To assist individual chambers of commerce, committees of 100 and industrial development committees in their efforts to obtain industry for Brevard County, by providing information developed by the council to such chambers of commerce and committees; provided that any information obtained by the council from any chambers of commerce and committees shall not be divulged to any other person, firm, organization, agency, chamber or committee without the express approval of the chamber of commerce or committee involved.

    (13)

    To make available to the public all business and information of the council at all reasonable times; except that any information furnished to prospective industries in confidence or information which, in the opinion of the council, might be detrimental to Brevard County in obtaining industry, may be kept confidential.

    (14)

    To accept and expend without specific appropriation by the county commission any gift or grant of money made to the council for any purpose specified herein.

    (15)

    To accept as a gift or grant any personal property or any real property, fixtures, appurtenances or moneys which may be made available for the purposes set forth herein from any source whatsoever.

    (16)

    To sell to the public, materials produced by the staff of said council, by any department under the supervision of the board of county commissioners of Brevard County, or by any other source; provided, however, that in the event of sale of materials, the cost of which was paid by moneys provided by the board of county commissioners of Brevard County, the receipts from such sales shall be paid over to the board of county commissioners of Brevard County.
