§ 82-9. Promotions.
As far as practical and feasible, higher level positions shall be filled by promotion of a qualified employee based on individual performance as evidenced by past performance, with due consideration for the capacity of the candidate for the new position. A candidate for promotion must be certified by the office of human resources to possess the qualifications for the position as set out in the specifications for the class of the position for which he is a candidate. In addition to reinstatement, promotional and reemployment eligibles the office of human resources may issue to the appointing authority a certificate of eligibles of outside applicants for the class of the existing vacancy.
