§ 252-127. Advisory committee.
(a)
The governing body shall by resolution appoint an advisory committee to assist it in formulating a plan for the construction, acquisition, improvement and operation of a solid waste disposal system. Said advisory committee shall meet at such times as designated in said resolution or if no such designation is made, at such times as designated by a majority of the members of such advisory committee. Such advisory committee shall have such duties in relation to said construction, acquisition, improvement and operation and shall advise in such specified areas concerning said construction, acquisition and operation as the governing body shall list and specify in the appointing resolution or any other subsequent resolution.
(b)
Members of the advisory committee shall consist of a representative recommended by each of the various municipalities having an active, empaneled and viable municipal body as of the effective date of this act and any municipality created or activated subsequent to the effective date of this act [Laws of Fla. ch. 70-594] that has created such a municipal body. In addition, the governing body shall appoint such other members as it, in its sole discretion, shall determine.
(c)
All recommendations of said advisory committee in fulfillment of their specified duties shall not be binding on the governing body but the governing body shall have the sole and final authority and power to make binding decisions for the construction, acquisition, improvement and maintenance of a solid waste disposal system and the bonding financing thereof under the provisions of this article.
